The Obsidian Council is the technocratic ruling body of Xylos. Headquartered in the Obsidian Spire in Echo-Point, the Council controls the extraction, refinement, and export of all Chronosite. They operate independently of the Interstellar Federation, citing the unique dangers of the planet as justification for their autonomy.
The Council was formed immediately after The Great Dissonance to prevent future catastrophes, though critics argue they were formed to protect profits rather than people. They maintain a strict monopoly on Harmonic Shielding technology, forcing independent miners to pay exorbitant licensing fees.
The current head of the council is High Speaker Yancy Halloway, who has held the position for over twenty years. Under his leadership, the Council has heavily militarized the borders of Sector 4 and funded secret initiatives like Project Static.
Council members wear robes woven with sound-dampening fibers, a status symbol indicating their separation from the noise of the common world.
